OAC, we really didn't get that much snow out here on the Berkshire/Hampshire county line. Maybe six inches when we were assured of a foot and a half.

Google-fu says that's a term for agreeing to be responsible for the animal for the rest of its life, with restrictions on not moving somewhere the animal can't be, or getting rid of it for trivial reasons.
My only thought reading that was "or what?" Seriously. What; are they gonna call the fucking SWAT teams in on me because I got a job out-of-state and can't take the damn dog with me reasonably? It's just a term for the shelter workers to think they're doing something to keep the animal safe beyond adoption, and it just comes off as petty and insulting.

The idea of the "Forever home" nonsense is that you'll take care of the dog forever so it's not their problem anymore. If they're trying to keep you from getting rid of the dog, taking the dog away is kind of exactly what the "horrible, neglectful and abusive" owner wants.

I think it's something to do with consciousness, either how humans define something or how the things define themselves (both of which also work for the whole naming-magic style of thing, of course). But, as you say, it's probably intentionally vague, and IMO that's the way to go with magic. It'll break down somewhere, eventually, and going too in-depth invites people to poke holes more than they already would. It's the urge we all get to find ways to exploit systems once we think we understand them.
Regarding ISIS, America's experiencing homegrown (or, well, internet-grown but USA nationals, anyway) would-be terrorist housewives, too. Or actual fighters, in some cases. This one plays audio after being opened, fair warning. Here's a girl from Colorado who planned to join up some months ago; her story of not realizing how bad ISIS was and never wanting to hurt anyone kinda falls apart when you remember her taking notes on the layout of a local church and telling the undercover FBI agents that American government employees and public officials were legitimate targets. Yeah, completely harmless, that one.
I don't really know why these foolish youngsters are buying into this shit, but here's my guess: something I've noticed a lot of the articles talking about it say that ISIS offers an easy narrative to buy into, often described as Disney-esque. A utopian Muslim state where the recruits will find purpose in their lives. That sounds an awful lot like any number of narratives that extremist organizations put together - look at the modern-day neo-Nazis, or survivalists, or various cults. They go for people unhappy with society, who're in a bad place, and say, "We've got something different, and we've got a way to live your life that has some meaning." So, in this case, you have ISIS recruiters preying on young people who're lost in life, as most young people are, and disgusted with Western culture, which is probably only a little less common than feeling purposeless, and you give them this story about how your group is fighting despots and evildoers to create this paradise of harmony in the Middle East, and you tell 'em that they can be a part of it. Hard to say what their success rate is on this, of course, and obviously you've gotta think these kids're already interested in some extremist ideologies in the first place to find their way onto sites where they get recruited, but it doesn't seem like anything new. Just the internet bringing people together.

And, speaking of ISIS; I've learned that, after this next NIE, my Brigade's back to deployable status and is currently slated for an early-mid 2017 rotation to Kuwait as part of the GRF (Global Response Force). But, given that we're always, technically, rated to deploy at any time due to NIE counting as an NTC rotation, we could deploy any time between now and then to any certain situation in need of heavy infantry/armor support.
