I've come to assume that Celestia is Conquest's mount. She wandered away from the stable one day and stumbled onto a nation of ponies. She decided to emulate her master and now not only rules with an iron hoof, but has deceived all of the ponies to love her even as she oppresses them. 

The only one to truly defeat her, aside from one of Loki's spawn, was Famine's own mount who leads a horde of ever-hungering, ever-lusting beasts in a scourge across the world.
