Yes, she saw Shujaa give it to Twist, and presumably it only works if you shove it into a new host. And even then only the body dies, your soul is sucked into the Phoenix Talisman and passed onto the next host with it. I wouldn't really call that death.

On top of that, Blackjack's stuck holding the talisman at that point, mean she's now stuck as the undying (assuming Cognitum doesn't get anchored in there somehow)

I don't think that will work. I think talisman recreates body to the condition it was at the moment when the Talisman was inserted (e.g. Rampage resurrects as a filly). It do not believe the Talisman can restore Blackjack's limbs or internal organs, and I doubt it can replicate removed mechanic parts. I thought the whole talisman immortality thing was that it was too weak to give immortality until it ate up all those people's souls? Wouldn't it just rebuild Rampage around itself after it got cut out? I think they way the phoenix talisman works is that it regenerates the body of the most recent soul placed in it. I don't think if you placed the phoenix talisman inside of BJ or anyone else for that matter Rampage would burst out of their chest like she was trying out for an Alien sequel.

Similarly, the tower needs direct access to the sun to channel magic to those rays.
This is not an orbital cannon... or even some kinda giant mirror. It has its own laws to follow.
1. The target needs to be in direct sunlight. Also, the megaspell chamber, but that one always seemed completely natural to me anyway.
2. It can't target anything that isn't more substantial than clouds, so no going through them directly.
3. For reasons relating to the amount of time it can fire continuously and how quickly the aim can be moved, or concerns about collateral damage, it's generally not practicable to target the nearest unclouded area, letting the intense sunlight (directly affecting the column of air it passes through) and heat coming off the target location disperse the clouds, opening a path towards where you wanted to aim. This third requirement pretty unambiguously applied in the finale scene of FoE, but might not apply in post-S&R Hoofington.

Well, Ditzy rainboomed Fillydelphia, but that was also a WMD against Pegasus cloud-tech that took out multiple Raptors and a Thunderhead seige platform, so it's unclear. Well... define "kill". Implanting the Phoenix Talisman in a new host just passes on the curse, and Peppermint/Rampage would become another resident of the new host. They would still be subject to Nurse Candy's... influence. It's unclear what about implanting the talisman in Peppermint supercharged it. Maybe it just needed one more soul, yeah, but maybe the addition of Peppermint's soul struck some delicate balance that another host would disrupt. Maybe it's the genetic or emotional bond between Twist and Peppermint that enables her to regenerate the way Rarity had imagined. Well... do keep in mind, Velvet comes from a semi-communistic society in which she was something of a queen bee. She grew up accustomed to thinking of basic necessities as a right, not something you had to earn. Pip demonstrates the same thinking at Bucklyn Cross. "So if I live through this and I'm still kicking around, I'll make sure to pop in from time to time and bug her. Have some therapeutic sex. In the name of mental health, of course." - That sounds like a lovely plan. Also, there's really quite a lot of sex going on in this chapter. Definitely not complaining, but it's noticeably more than usual, I suppose it's to be expected before the end of the world.
"I gave back your son's rifle!" - Oh, the Highlanders? I guess I hadn't expected that because they were mentioned as being at the summit.
"'I noticed there weren’t many Highlanders at the meeting,' I said to Blue Belle." - I guess this covers that though, also, I think this "Bluebelle" needs to be corrected to one word.
The little fight between Scotch and Baby Blue was adorable, and the continued discussion on nemeses was really very amusing, even if it did have its spots of being quite sad with P-21 and Homage. The culmination with Velvet and Charity though was priceless, especially with Blackjack's little comment of, "Sometimes you met your fillyhood nemesis a little late."
"Diamond Tiara... That filly had serious flank issues." - This combined with the alicorn following Velvet around so much makes me wonder who she is, especially since Velvet tends to sing a lot of Sweetie Belle songs.
"A few months ago, one of your kind came to ask my kind for help with the Enclave and their control helmets." - Ah, and the Hell Hounds. Well they would certainly make strong enough allies. I can't remember at all how that mission concluded though...
"Knowing you... being with you... has helped make us better, Blackjack." - P-21's little speech here on the ride home is quite touching.
"[s]Blackjack's[/s] Stupid People's Comments Fee" - Poor Blackjack, at least she isn't alone anymore. I'd say "Poor Charity", but I'm smiling too much to really feel bad for her.
"I'm glad you're okay." "Okay... is relative. You know that better than anypony." - It's nice to see Psalm is managing, and considering everything that was stolen from her, it is nice she got a second chance.
"I fully reject the false equivocation of that statement! That's unfair profiling of the nautically challenged, and I am offended, sir! Offended!" - Thrush is a wonderful pony. And the whole bit with the Seahorse crew is very amusing, though we mourn deeply with her for the loss of her rum.
"No. It's good. Brutus is really cute." "He's... well... Shiny. Very shiny." "Do you even have a port for his ship?" "Yes! I do. Not that it's any of your business!" - This exchange was also and specifically very amusing as well. It immediately made me want to draw it, but then almost immediately after reconsider that I shouldn't...
"Well, it was something that Steel Rain guy had us look for months ago after the Celestia blew up. A really weird gun." - Ha ha ha... Well, the Zodiacs can hardly be blamed, since they /are/ mercenaries, and if they hadn't looked for it, Steely, Cogs, or Silver Stripe /would/ have murdered them.
"You mean something bad isn't already happening?" - Yeah, the city moving on its own and turning off all the dangerous parts is definitely high up on the creepy-as-hell-o-meter.
"Cognitum has Folly. Any advice on how not to get annihilated?" "Don't sit there while she fires it." - The idea of fighting Cogs with Folly is definitely terrifying, even more because she doesn't seem like the type who would restrain herself in its use. Blackjack should be okay (Goldenblood offering advice is really great), but I am worried about collateral damage from it on other ponies in Blackjack's group who won't be able to dodge as well.
"You do have an idea how to stop her?" - The plan to take down Cogs sounds really good, but at the same time I'm worried it's not going to work out at all, because it's very close to how I had envisioned the final battle... except without the star-blessed weapons and armor protecting them.
"Take rocket to stop Horizons and deal with Brood or, if too late, you get to use Folly and blow it out of the sky while we run for the Highlanders' mines." - It is oddly touching somehow that she would have Goldenblood using Folly as a backup plan, and definitely good that she is taking into account the falling debris from destroying Tom.
"'I know, but unless I know for sure how Boo thinks of me, I can't really work her into the equation, now can I?' I asked with a feeble stab at humor." - I don't think it was feeble at all, it made me smile a bit.
"You wouldn't happen to know where I can get my hooves on an IF-88 Ironpony, would you?" - So she /finally/ gets to get one, yay! And it's much more understandable now why it's been such a tease for the entire story. I was under the impression it was just a well-crafted combat shotgun, or something along the lines of an AA-12... But from actually seeing one, the description definitely comes off as being a "legendary" scale weapon.
The stallion rocking back and forth saying "Security will save us." was really quite a sad note.
Poor Blackjack, still not being able to teleport other ponies with her... and double poor Blackjack getting shot... I'm surprised she didn't need Hydra for it. At least it means Calamity got his achievement, and at least he had some whiskey to offer as apology.
"'I'm sorry about your friends,' he murmured, taking off his hat." - I should have expected he was just jumping to conclusions, but this did worry me far more than necessary.
"These! Use these on their heads!" - Even in the midst of ponies who wanted her dead, it was really great to see Blackjack taking charge and trying to turn the fight around. The bits of combat were really well done, definitely as impressive as the Harbingers found them.
The scene with Nails is incredibly tense, and extremely well done. It's nice to see that Blackjack's kindness actually does make a difference sometimes when it counts.
"I know you're scared. I know you're angry. I'm an expert on fear and hatred. And I know how difficult and hard it is to change." "One. Chance. Don't waste it." - P-21 really does shine in these little speeches, it's nice.
"Shu needs to hide her magic zebra dyes better." - Really quite adorable.
The memory orb is extremely sad... though Twist hugging Cupcake was sweet, and Peppermint's "Hit 'em as hard as I can!" was a little bit of cute. I really don't know how I managed to get through it the first time without crying.
"Boo beamed a smile and then turned and said outside, 'Come'n!'" "'So...' The white blank grinned eagerly, then leapt up in the air and yelled, 'Leeeeet's... party!'" - I think Pinkie and Discord would be super proud of Boo's party. It's really wonderful.
"The ghouls Windclop the mayor" - This might need a comma after "ghouls", or something.
"But that didn't mean others couldn't have fun." - The little descriptions of everyone's activity during the party is really nice, lots of little sweet things... like the comment that Hades "appeared to be having a taste test".
Poor Charity having to give away all the party supplies for free though, heh...
"And I have a sample of super sexy Horse's DNA. If I can get one of those cloning trees, we'll be reunited!" "Sweetie... he'll be a mindless, soulless blank." "I know. He'll be perfect!" - Sweetie Bot really is quite amusing. I wonder where they'd get the programming for a Scootabot though.
"He reminds you of Big Macintosh. That's what's wrong." - Ah, I'd thought Psalm was still just dwelling about the fact that he'd loved Lacunae... that definitely makes things more difficult. Their conversation really is quite touching.
"Off to the side, Xanthe pranced quite happily to the music." - Quite an adorable image.
"There's some that just want to watch the battle play out an then finish off whoever wins." - Ah, thanks, griffins. We appreciate your contribution to making this world a better place.
"P-21 asked if there was an age at which a filly could give fellatio to multiple partners without parental approval that he wasn't aware of and if Velvet would instruct her own child of such." - Once again, P-21 is so awesome. Scotch exploring her sexuality really doesn't bother me at all, as long as everything is consensual and everypony is enjoying themselves... But then, I'm a horrible person who approves of all kinds of distasteful things, so my opinion on this really doesn't matter.
In his first appearance, Toaster was fairly amusing, but finding out he's just a jerk, and a dangerous one at at, really deflates the humor in it. At least Storm Front was able to comfort Blackjack about it though.
It was really nice to see Glory comforting Tenebra, if very much unexpected. And well... Glory is certainly the most qualified pony Tenebra could have marathon sex with. It's not easy to say it, but I hope they enjoy their time together.

It sounds like you're suggesting a CMC, but their corpses are all accounted for. Given that alicornication turns the subject female, we really have no idea whatsoever who this might be, except that they're from Ponyville and a contemporary of the CMCs. No, they were all female because there were no males in the original template. IIRC, the whole "no earth/pegasus ponies thing" was one of Red Eye's theories on why the Goddess couldn't create true Harmony.
