I think I suggested this to you before, but if New Vegas is working fine then I'd just install Tale of Two Wastelands. It works considerably better than Fallout 3 anyways thanks to the engine and gameplay improvements that NV offers.

- I think mommets aren't used so much for tracking as they are for simply having a pre-established connection (Alar can make connections, such as in the case of connecting one man to another, but that requires visualizing and possibly seeing, or at least knowing where the subject is) through which to work sympathy of various harmfulness or helpfulness. I don't recall a specific "tracking" method through the established magic. Take this with a grain of salt, though, since it's been damn near a year since I read the books.
As for the eyes, some theorize that Kvothe has Fae blood, beyond the more common assumption that his mother was the mentioned prodigal Lackless sister.

I can only presume that those compasses, being that they track someone's "essence", so to speak, would react more strongly to freshly spilled blood than blood floating around wrapped up in skin; while the mommets are directed at a person directly.

And they have tightened up the graphics A LOT.
Also fuck you that car is fucking cool.

And no, the compasses contain a bit of blood or hair and are used to track the blood or hair's owner. But they can be confused if one puts their blood or hair on stuff and engineers for it to go places. Kvothe would tape his hair to leaves and throw them into the wind, put a bloody shirt in a barrel and let it drift downriver, put drops in bottles and let them flow out through a sewer system, etc.
If he knew how to make one of the compasses (he did), he (or someone he knows) could have just tracked the blood in the mommet. It's really just a plot hole.
The tracking bandit blood or fire thing being a bit less so. He states a dead bandit's body was a strong link, allowing him to stab other bandits through it, but maybe that doesn't apply to tracking sympathy or whatever. Maybe fire can't be tracked, even if he states that all fire is connected and was able to cut a single rune into a piece of wood and throw it into a tank of water, the result of which being the water in the tank cooling the piece of wood and, though it, the fires in an entire village. He even knows the bandit had to be using the special wood that gives off a smokeless flame as, otherwise, they'd be easy to catch.
But eh, no point in dwelling. There are actually plenty of ways they could have tracked the guys through sympathetic links to their equipment or persons. They just didn't.

Yeah, I've not been having the best of luck with fallout games either.

Quite right about that, yeah. I went with the archery profession for my character and got bored very quickly by the "Hold M1 to combat" approach. Incredibly monotonous. You don't even aim your shots (And they're very weak at the start). Can't run out of arrows either, so you just end up putting 50 into one enemy before they go down.
And yes, the loading times are quite atrocious on a HDD. Still baffles me that there are actually two loading screens, one that actually gives you stuff to read and then a longer one that lets you admire a black screen...
