No, no you can't. If you've never seen a shaved bear, you don't want to see a shaved bear. They're 10x worse than fluffy ones that at least look partially cuddly. As for de-clawing them however? Sure, that's possible. It would take a vet and a damn huge/good reason to do so, but it's possible. Trouble is, it WOULD be a proper operation to do such a thing and not simply waiting until they're asleep.

People know what it's referring to. As for people who would use it, I believe its used for comedic effect rather than all seriousness, probably in a crowd of 20+. It is still part of the current vocabulary, doesn't appear to have gone the way of "groovy", at least not yet. But with the rise of "swag" and "yolo" I fear for the vocabularies of languages everywhere.
