Re: [GRIMDARK] Fallout Equestria: Project Horizons Discussion
My life is lackluster, a task that I've been putting off for four weeks now has turned around and bit me in the arse and hard. My dog nearly broke my leg this morning by literally pulling me head over heels down a hill just so she could get a squirrel... that was already up a tree... Go figure her doggie brain saw a squirrel ten feet up the tree and thought "you know I can totally catch that".OneMoreDaySK wrote:How's everyone doing today?
On the plus side.... yeah nothing but we always have good old fashion denial.
Also lots of yelling and hoping that six hours spend with the VA tomorrow with fix that. I'll need them to explain exactly why I both owe them a few thousand, several thousand and they owe me four hundred and they informed me of this by letter all on the same day. As in last week they sent me three letters on the same day on the same account on detailing the fact I both owed and was owed different amounts of money. The VA can confuse itself on a good day but I've never gotten three incorrect statement letters before.
For those who never been in the Veterans Administration, those of us owed benefits can expect a six month delay for "expedited" cases and every year or so the VA system will randomly get it into it's head that the accounts are wrong and roll a D20 and consult the table of punishment for ten lucky VA recipients. In my area it's so common that the Columbus office contractors mess things up that there is a separate phone line specifically for people calling in who owe or are owed money as it's nearly always wrong as VA allotments are set once and only changed with inflation. If your 25% you get 25% adjusted for inflation, if you using your GI Bill you get X dollars in an account and it's nearly impossible for you to receive the incorrect amount of money because those amounts will literally never change as long as you live except for inflation. And yet somehow... somehow the system locks people out of accounts because they somehow got payed to much or to little.
Yes your account can be locked if they short change you money.

I was doing, alright. Then all of a sudden, BAM. I get gifted Fallout New Vegas Ultimate Edition on Steam by the great and humble Admiral Stoic Rum. (Because I am apparently the only one here who did not own it.)

Project Nevada was one I enjoyed greatly; it's pretty modular itself, if you want to change stuff, and it adds a lot of handy gameplay and realism stuff. Some of the modded-in models aren't the greatest, but honestly it's worth it for the "No helmet on the enemy? No damage reduction for them on a headshot!" part.Caoimhe wrote:I want some of those recs too since I'm playing for the first time.

:)swicked wrote:So, I was looking at mistermech's drawing of Sekashi, as I often do when I need a pepper-upper, when I noticed this zebra foal standing next to her. How long has she been there? Were you all aware of this?
Anyway, I asked Somber if she could give this "Majina" some lines and personality, to which she replied, and I quote, "Absolutely!"
With that in mind, since I was bored and feeling a little creative, I wrote a short scene of how I think and hope Majina will be. I suppose this could also be a random writing challenge, like the rainbow dash one, if anyone wants:
- Spoiler:
I was just walking through Chapel with Sekashi, brainstorming on how to get back in Glory’s good graces, when we spotted Scotch and Majina.
“I mean, I know I’m not exactly strapped for caps, but I kind of thought fixing these radios Allegro and the others should have gotten me a discount at Charity’s or something.” Scotch complained to Majina.
“Oh! I am reminded of a funny story,” Majina began, tapping her front hooves together with glee. “Once upon a time in my homeland there was a nice, rich but very silly zebra. He needed shoes and, instead of buying an extravagant pair of shoes, he decided to be charitable and buy them from a poorer merchant but pay as if they were ones from the most luxurious of shops.”
That... wasn’t how the story went. I think. It’s been a while, but...
“But because the merchant was very poor, he could not afford good materials, and lo and behold, as the zebra walked home, he lost a nail and, shortly, the shoe altogether. Limping home and giving his shoes to his children, he bemoaned to his wife that what he thought had been a good deed had brought him nothing but sorrow.”
Yes, this was definitely the same story, Majina was just telling it wrong. I started trotting over to correct her when a striped hoof came out in front of me, its owner, Sekashi, shaking her head and putting a hoof to her lips.
“But his wife was a very clever wife and asked he visit the merchant to see what had become of his money. When he arrived at the shop, which was also the merchant’s home, the door immediately opened wide and the shopkeeper came out to greet him, his wife and children in tow. Before the zebra could even speak the merchant thanked the zebra for his patronage, stating he had worried he would not have been able to feed his family if not for the zebra’s fortunate purchase. What’s more he would now be able to afford better materials and be able to compete with the other shoe stores in the market. The zebra was taken aback so much he forgot his grievances and went home.
“’My wife!’ he said, ‘I am a terrible husband. Although my charitable purchase brought me nothing but sorrow, I could not take back what I had given to the merchant.”
But his wife just nodded, ‘Sometimes, when we do good for others, we may not be rewarded in any way that we can tell. That does not make the good, however, any less worthwhile.’” Majina stated, smiling knowingly at Scotch. “But, of course, he did not understand, for he was a nice but very silly zebra.”
Sticking out her tongue at Majina, Scotch teased “When did you turn into your mother?!” before tapping her on the head as Majina grinned back at her, looking very pleased with herself.
I just sat and processed the story for a moment before turning to Sekashi. “Why did you stop me? That’s not how the story goes. She got it wrong.”
Sekashi looked over and Majina with a long sigh with a wide smile before turning back to me and answering, “Silly Blackjack, didn’t you know? That is how new stories are made.”

That short swicked was actually really cool. and so Aesop!
there is a second story here you have within your sroy. Although you may know one way of things, there are other ways of telling it, i think. the whole how new stories are made is important, but I feel that keeping blackjack from correcting the Filly is more important.
you're really good at this and I forget if you have any stories of your own.
oh umm lateral if you're going to mod i recommend watching these mod tutorials..
there is a play list and 9 other videos to the series, they are awesome
these are your basics and you can really go from there but you absolutely must get NVSE and DarnifiedUI for your modding experience; those are two very important mods i am sure anypony here could stand by me in saying so.

@ O.Hinds No, unfortunately they can't get shot. It's an incredibly broken system that basically works by going off of whatever the computer says. For example, I use my dad's GI bill for school. Last semester I had to drop a class and ended up owing them about $375. Then after I payed it back, I just so happened to get a name change which caused their computers to say they owed me the money I just payed them so they sent a check with said amount. So, basically I got the money back I owed them because a computer said so.

yeah its about like that
I've got 10% myself, although I should have applied for higher because its going to get worse as i get older. ahem, anyway... personally I cannot say i;'ve had trouble with va benefits, even if I don't really exercise them.

Right, but be aware that some of these mods require all the
big DLCs. Dead money, Honest Hearts, Old World Blues, Lonesome Road, and Gun
Runners Arsenal. I'm pretty sure courier's stash isn't necessary, but you might
as well pick up the ultimate edition. All mods can be found at http://newvegas.nexusmods.com/
Project Nevada - A complete overhaul that can be customized in just about every
aspect. Really worth a look.
Caliber and Book of Earache - An ammo crafting / weapon expansion. It has some
saucy content for some reason, but its avoidable. The weapons and the weapon
upgrades are more modern, cleaner guns. So if you're a lore purist or think
they don't fit in avoid it.
Darnuified UI / One hud / Unified Hud - A bunch of mods working in tandem
vastly improve the UI as well as allowing more customization and display
options.
Blackwolf Backpacks - Adds backpacks which expand carry weight
Shotgun Commando - Makes shotguns more useful by changing some of the mechanics and ammo. Nothing game breaking, but the shotguns are a bit underwhelming with this mod.
EVE NV - An energy weapons overhaul that adds new crit kill animations.
Enhanced blood textures- Exactly what is sounds like. Makes the game a little gorier and improves the blood textures.
Better Tag Skills - Makes tag skills like Fallout 2. They are increased by 25 instead of 15 and 2 rank ups for every point put into a tagged skill instead of 1 rank for 1 point.
Brighter Pipboy light - Exactly what it sounds like.
Manual Reload - Stops automatic reloading and only reloads when you want it to. Much more useful than it sounds.
Balok's Schoolhouse - Turns the Goodsprings school house into a base with crafting benches and non-reseting containers.
Realistic Repair - Expands the repair list to include some junk and related weapons. Won't make Jury Rigging obsolete.
Signature Weapon / Armor - Allows you to take an EXP penalty to "level up" one weapon and armor. This can make something a gamebreaker if you choose an Anti-material rifle, but let you use a 9mm pistol you like in the late game or higher difficulties.
New Vegas Enhanced Content (NVEC) - Bug fixes and reduces crashes to desktop. A must have.
Mod Configuration Menu - Allows you to configure other mods in game.
AG supplementary Uniques - Adds weapon modable unique weapons in certain locations. Mostly lore friendly and no easy game breakers.
Improved Sound FX - Replaces vanilla weapon sounds with different, imo better, weapon sounds. Its a matter of taste, but I like it.
Fallout Mod Manager (FOMM) - A tool that lets you track and install mods quickly and easily.
Fallout NV Edit - Lets you make a quick patch to make your mods place nice with each other and adds some tools if you make mods.
New Vegas Stutter Remover - Smooths out some of the hiccups in New Vegas' FPS.
New Vegas Bounties I / II, New Bison Steve hotel - New Quest modules that add some new weapons, perks etc. Nothing game breaking and pretty well done.
Razorback Gear - Weapon and armor pack. Pretty balanced and adds new energy weapons.
M37 Ithaca / Pancor Jackhammer / Devil's Mistress / American Hammer / Manurhin MR96 / AKS74u - A bunch of high quality weapons that are, unfortunately, added to Goodsprings and loot lists. Gamebreaking if you use it in the beginning, but decent later.
NMC's Texture pack - The highest quality texture improvements you'll find for New Vegas. Has settings for every kind of computer.
New Vegas Script Extender (NVSE) - A plugin that allows the more complicated mod content to run properly
*Edit*
A World of Pain (AWOP) - Adds a lot of new dungeons and modified versions of existing guns. Nothing over the top and has patches that adds new content from a lot of the above mods.
Nordic Firearms - Adds a few modern, sleek guns. No game breakers, but if you like lore friendly guns this isn't for you.
*Edit* #2
4 GB New Vegas - A launcher that enables New Vegas to use 4 GB of memory while running. This significantly reduces crashes, but make sure you download the one that also runs NVSE. Also, unless this was fixed there is a bug that causes crashes whenever you go into the Vault 11 residential area. Run New Vegas without 4 GB NV for that area only.
Note - Not all mods were designed to be installed through Fallout Mod Manager. Please read install directions for all mods carefully.
Let me know if you need any help.
Also Caoimhe, if I may ask, I heard a while ago that someone was writing an article about Bronies for their newspaper. Was that you? If so, is there a way I can read it if it has come out?
*Edit*
For those of you looking for mods I realized I missed a few. They are added at the bottom.
*Edit* #2
I realized I left out an important tool and note. These have been added at the bottom.

The VA healthcare system was called as you call the old ones from deep within the earth. When certain tomes of eldritch lore are opened, dread words spoken and dark powers invoked... you do not design such a thing... you merely call it's attention to our tiny fragile corner of reality. The VA system was created in a time before computers, a time before filing systems... a time before the written word. It's a system that's been fixed, and prodded and twisted into shape over twenty thousand of history.
More recently however it's gone through two aborted overhalls when they tried to covert from one paper system to a computer system in the 90s then gave up because the budget they assigned was just enough to transport the two thousand metric tons of paperwork to computer records and no money was left to maintain the system or transcribe the records so they cancelled the whole thing but not before making all records use the new system. Now they did a second switch over in 2005 when we finally upgraded to Windows XP (Four years after release)and again made all the new people's records in the new system while there was an old system and an even older system.
And then they let the old system's company go so the only people who knew how to run the old system left for other jobs, so when it broke shit got real. So we had the paper only people, the 90s computer people and the 2005 all shiny and modern system. Except the machines maintain the database were still Windows NT computers despite 2000 being widely available and then we started getting ten times the number of veterans the system was designed to handle because apparently we had used the 1994 numbers in the 2005 system which assumed that the Department of Veterans affairs only need X amount of dollars because there were never going to be more than Y number of veterans!. I repeat the VA system was not designed to handle the amount of new medical care requiring veterans that a WAR might bring let alone two wars for twice as long as any military conflict to date in military history.

Huh. I'm assuming you have to roll a sanity check when you enter the building and for every minute you spend in there. I refuse to believe a group of people got together and willingly devised that... monstrosity. I don't envy you at all.

Also Caoimhe, if I may ask, I heard a while ago that someone was writing an article about Bronies for their newspaper. Was that you? If so, is there a way I can read it if it has come out?
Thanks for the stuff and yes, it was I. It was pushed back for a summer vacation thing expose that was supposed to be at the end of August, NOW my editor says it might be more appropriate for when Season 3 starts since there's a lot more to it than just local college guys meeting up to talk about a thing, so I might need to rewrite parts. This kind of crap happens all the time if it's not time or period sensitive.
Re: VA: I read one of Romney's proposals was to offer the same Tricare plans active duty members have to veterans having trouble with the VA healthcare system which is interesting.

That's funny since here's what active duty veterans get which is both amazing and terrible at the same time (It's terrible in one area, you'll know when you see it)

Yeah, that sounds about right, 800mg of Ibuprofen will fix just about anything, according to the military anyways.

And believe you me... my life is going to be real funny in twenty two point three years.
For example my child hood is hilarious. Man that time when I was eight years old and fell off a wall because I thought I was a Ninja, that was hilarious... twenty eight stitches, six hours in the emergency room and we had to skip Christmas that year. At the time it was hilarious because when I was seven my mother went all out and bought me the equivalent of 500$ worth of gifts and I spent the next two months playing with the giant cardboard box we got from the washing machine the week after Christmas.
*Edit
When I was ten and I discovered video games... well there was no going back, Christmas was awesome with the Nintendo 64, man Golden eye was awesome.

Nah, it's far too common. Common enough that they have a word for it: SNAFU. (Situation normal: all fucked up.)O. Hinds wrote:

Re: [GRIMDARK] Fallout Equestria: Project Horizons Discussion
Here's MY list of recommendations, differs from the other:
- Spoiler:
FOMM - much like the NMM, but instead of having one easy 'download via NMM you just download it and open up the FOMM and install it using an automated thing via that.
The reason I prefer the FOMM is because it has an attached 7zip opener which will auto-install most mods (if it says it needs a script to run, you'll need to manually drag texture/meshes folders into your FONV folder)
It has a built in load order which is incredibly easy to use.
It runs the FOSE (NVSE) (script extender) as standard, I believe.
It can check compatibility.
It's just all round awesome for me, and you can switch it between FO3 & NV.
It auto-loads steam as if you were playing NV through the steam shortcut too, so that causes no troubles there.
I prefer it over the NMM.
Project Nevada - MUST GET. MUST GET MUST GET MUST GET.
This is simply the best mod out there, without a doubt, superb.
The amount of changes it makes is amazing and the way it affects gameplay even more so.
The game becomes harder yet easier in a sense, because for every weakness you have, the enemy have it too.
I can't even begin to tell you just how awesome PN is, because it is honestly the #1 mod for me.
Brighter days and darker nights - this is a 'weather' mod, though it has no rain/(snow at Jacobstown) and such, it does change the way the sun affects things.
The nights become practically pitch black. You NEED a power visor for night vision or bionic eyes to see where you're going, both of which are included in PN.
Why would you want that? because it makes the game a LOT more interesting and real. The vanilla nights are nothing, you can still see with ease.
This also affects stealth with the darker lights, making it easier to sneak.
100% recommend this if you get PN or any mod other with night vision or such.
Electro City - 100% recommend this IF YOU GET ANY DARKER NIGHTS MOD.
The extra lights AREN'T overpowering, too close, too many or even too far away from one another in most areas. (Though true, they do span out a further distance where they realistically should.)
Awesome, awesome mod for darker nights.
Open Freeside - another one of my 100% recommended mods. MAKE A NEW GAMESAVE IF YOU USE THIS.
It opens up Freeside into one map, adds a few more NPC's, makes the game flow a lot nicer.
it doesn't just open up that one bit with the cars, it opens up a SECOND roadway into the side of 'south freeside', takes away the gates from the mormon fort, takes away the door to the left of freeside and generally makes it a much nicer game to play when you're around F.S
Seriously. SO MUCH NICER.
Freeside feels awesome being open, but feels dead and dismal being closed.
Wasteland Flora Overhaul - does what it says on the tin. there's three different options to download whichever pack you like. It just spruces up the wasteland to whatever extent you'd like, makes it much nicer to look at, seriously. recommend it if you're up for a slightly nicer (yet not overpowering) wasteland overhaul.
doesn't cause any troubles, doesn't change game balance, isn't too much flora, just makes it look nicer in a few areas, even if its only a patch of grass here & there.
Wave Radio - a new radio station that begins with something like 20 new songs and can go up to 80 if you do additional side quests for Blake.
Interesting to have since new music AND commentary on how the player is doing. Decent station, I do recommend it.
Adds a fully voiced NPC, some new unique guns, new location (Blakes house) and as mentioned, the radio station. Good mod.
drugs are bad mmkay - purely aesthetic mod. When you do drugs (including stims) your vision changes slightly. very interesting to do mentats with this mod turned on, wouldn't go back to vanilla after having it.
DOES NOT AFFECT ANY OF THE STATS FOR ANYTHING.
Warzones - the biggest mod (excluding PN) I've ever played - it is HUGE. it adds god knows how many wars between opposing factions in lore friendly places across the map.
If you have a good computer, I recommend it for the experience.
I'd stick away from the fights at any level lower then... 15, though I did one starting at 12 with the help of my personal companions from my Broken Bonds pack.
Massive loot though if you're using PN, massive difficulty too! Seriously, amazing amazing amazing but very hard if you're not properly equipped. very fun.
needs a somewhat decent computer BUT you CAN lower the amount of enemies if you so wish using an in-game item that is there purely for that reason.
It's a great mod and adds a lot of excitement and challenge. GREAT loot if you survive to the end of one warzone I know of.
now, that's all my proper recommendations, though if you're playing with PN and you're interested... you know that I've been making my mod.
I'll be upgrading to V1.1.0 when I get the voices sorted out but that's going to take some time because I have to do a lot of new dialogue/quests because each character will require their own set, I believe.
Anyway though, yeah. if you are interested, my pack works very well with PN (and probably vanilla too).
Broken Bonds Companion Pack -- none of the characters are OP. The one character with massive health has his drawback that balances that out and the others can / will die if you risk their lives too harshly.
The other thing to note is that the one character with massive health is set to be foolhardy - he wont run unless he's truly outmatched and then some.
NONE of my companions are set essential so there is that risk.

Re: [GRIMDARK] Fallout Equestria: Project Horizons Discussion
On the mod front I'm afraid I have little to add. I support several that have been named already (especially Project Nevada; that thing's beautiful), and need to check out some of the others that have been put forth. I'd also recommend (thought I don't remember which one specifically I'm using) something to increase bullet speed; in the vanilla game sniping gets just silly because the projectiles take forever to get to the target at anything past a hundred meters or so. I also like a few of the ones that add more ammo variety; that's a great system in NV that was sorely underutilized in the base game. Match loads for the 5.56 rifles, high explosive shotgun shells, etc. add to the game more than you'd think. Though I expect GRA did that to some extent; I've never actually bothered to get that dlc and last time I was really fiddling with modding was before it came out.
As for preferred settings within mods, I like to use the Project Nevada rebalance sliders to minimize or remove the effect of levelling on HP totals. It means that late in the game, you and the other humans have better gear and more skills but pretty much the same health you started out with, which removes the problem with early guns becoming completely useless in combat as opponent health outstrips their damage and makes even smaller guns and weaker opponents a threat to an unprepared player at high levels. Meanwhile changing the maximum damage blocked by your armor from the base 85% to 95-99% makes your armor choice much more important because power armor or other heavy stuff can literally let you walk through a town full of opponents with weak enough weapons (as in the lore), but the limited mobility makes you an easier target for high-powered or armor piercing weapons (and the decreased HP makes those extremely lethal).
Overall those two little changes completely shift the feel of the game, so instead of some nigh-invulnerable superpowered hero fighting slightly less superpowered villains or walking over lower leveled characters, you're a highly skilled but pretty much human badass who has to think about what they're doing and account for every threat on the battlefield.
Plus it makes the wasteland feel more wasteland-ish when the monsters and mutant animals still have several hundred HP but even the high level humans are running around with maybe a hundred tops; a deathclaw is suddenly horrifying again and even against mid-level critters, good guns armor and tactics are the only things keeping humanity alive.
