Probably because we have usually been out-numbered in the vast majority of cases. I think it's more of an unstated rule for the sake of 'balance'.
Besides, we're the fun/challenge in fighting fewer, but tougher, boss-like enemies, when everyone can roll Agility and blitz them in a round or two?

He gets a damage bonus from Scorch, not accuracy.
