I think it's supposed to be eyeglow - not sure if her eyes still did that circa cyberlegs, mind you, but I think that's what it's supposed to be.

I dunno, dude, I've only ever done still life drawing, and figuring out lighting was hard even with that. /shrug It no doubt could be from somewhere else, but like you said, her eyes don't look right for that. Maybe the artist was trying to show the artificial quality of her eyes by making them reflect light weirdly?

My reaction to seeing the cover art on EQD was basically "...Is that PH Rainbow Dash?". Yes, past me, it is. The actual music doesn't seem too terribly good to me, but, since it's a bit far from my personal tastes, that's not necessarily a reflection on its quality.

That's surprising. Well. Found the source for the art at least: Source. It's in the video's description, but I think a direct link's appropriate for this thread or whatever. And I like this comment on the deviantart page: "By far the greatest twist in Project Horizons, in visual form. OP as hell." Song's really rad too.

It's certainly not a glamorous job at all, but it is very important.
