That's not logical. Antiseptic environments are impossible during a surgery; "welcome to the operating room," let's only perform surgery in the sewers. Speaking perfect English is impossible; "welcome to human communication," let's only talk using grunts and pant-hoots. It's nonsensical to say that because an idealized version of something is impossible, we should abandon the practical application of those ideals. A widespread falsehood is not the same thing as a self-evident truth.

See, the problem here is that you're looking at the logic behind war the wrong way.

War as a concept isn't logical at all. Why kill a bunch of other humans because of a disagreement in ideology, land, beliefs, etc?
War only makes logical sense if you put in the human element of it: We disagree all the time and look for the easy way to deal with it. Talking to other people sucks, especially if they have a completely different viewpoint and way of life. Instead, just kill them because it's simple and effective.
That is why it is completely logical that war cannot have rules: they make something that has always been and always will be the easy way, into a harder way, which is why nobody will follow them.

War--actual war--is an institution in which the governments of two countries essentially declare that they're going to spend the foreseeable future beating the hell out of each other. Then a bunch of kids who are either deluded, desperate, patriotic (read: deluded) or slightly unstable either volunteer or get volunteered to do the actual hell-out-of-beating while the politicians reap the material or ideological rewards. Then a few years pass and people start making way too many videogames and movies out of it. With that as a starting point, please describe the world in which this institution can be made "logical"

Neither of us is saying we shouldn't. But the very nature of war makes rules at best a guideline and at worst ignored.
