Whether or not you can see so, there is more dissimilarity here than is typical.

Before them getting bomb they tried to surrender so long as the usa didn't touch the emperor, due to the shinto believe that the emperor was divinely chosen, so the usa went, "fuck that shit" and tossed it in the garbage. . . Kind of ironic given how life went on for Hirohito. Ps. the reason why this ties into shintoism is that it was believed that the emperors were descendants of Amaterasu.
It's really hard to get information on our end about how in late 1944 and early 1945 calls for surrender were gaining massive support and how Kantaro Suzuki tried to negotiate for peace and we metaphorically spat it in their face, cause most of that has been white washed from american history books. If you can get a hold of a japanese history book that has been translated it's a massive part of their history.

It is unlikely that Truman et al. were unaware of the effect that their dropping The Bomb would have on their soon-to-be enemies, the Soviets, and this cold sort of calculation wherein the only relevant detail was "how much might this hurt the Soviets?" is exactly what characterized the Cold War; thus, it's not hard to see where theories that the bomb being dropped was specifically done for purposes of shock and awe come from. This doesn't make them right, and I expect the decision was a great deal more complicated than just "Hey, if we bomb these guys back into the Proterozoic Age, I'll bet them Russkies will think twice before spreading The Communism!" but it probably was not a case of "Sadly, the only way to win is to perform a single fell swoop, to save American and Japanese lives," either.

Yes, there are rules for war, but the only people who follow them are all allies right now, so they're pretty fucking pointless.
Also, they go out the window as soon as an actual fight starts because there is no such thing as a fair fight. Someone will break a rule eventually, usually pretty quick, and then nobody follows any of them. Welcome to war.
