Nah, the best trope to use is a villain who thinks they're doing the right thing or a troll villain(like the joker in the dark night). A good example of a good villain is Mr Freeze from batman. Me personally if I wrote a FoE fanfic the villain would be along the lines of a dashite who was hunted by wastelanders for being a pegasus and came to believe that the only way for the wars in the wasteland to end was to have a war on war to the point of attacking anyone regardless of side.
