Well, as someone who doesn't the art I think it looks pretty good.
Though I will gladly read the list of stuff you think is bad about it so I may critique further art.

The way her neck turn is unnatural, the plating on her front sucks, I had to cover one of her eyes because of a perma-derp I couldn't figure out how to fix, spire reinforcement sucks, each leg is deferent, the perspective sucks, the background could be better and the clouds are a total fail.

And I didn't remember iif her eyes are white or yellow, but on most fanarts they were white, so I went with it.

I think it usually depends on when the drawing is set. Yellow for pre-aug, white for post. Or is it the reverse?

Yellow for pre - when she got irradiated really early on they got all glowy ghouly.

I don't think it's so much the way her neck turns as the proportions of her head and body. The proportions here are closer to what you'd see in Celestia, but with her heavy augments instead of Celestia's long, thin legs, it makes her look bottom-heavy and gives her an overall sort of pyramidal shape. The small head, in turn, makes her neck look sort of stretched, and I think that's what you're picking up on.

You got her eye color correct, by the way. The cyber-sclera are white. I don't recall the whites going yellow before she lost them, though -- yellowed sclera is a sign of raiderism. Her irises turned from red to glowing yellow due to her night vision mutation, and the cybernetics restored the red color but retained the glow.

The changed proportions with smaller heaqd and, usually, longer and slim limbs is how I usually draw ponies, but you might be right that the extra-bulky legs change her proportions and make her look a little bit less of what I'm used to draw.

I don't know. I don't see anything glaring it looks just fine to me, but I know how it goes. When you draw something all you see is the flaws. The one thing I would point out as a possible issue is her horn, it seems too big for her.
