Basically, as much as I enjoy the lore of Mass Effect, I have a hard time justifying this one. Not really the disposable heat sinks thing, which kind of makes sense if you squint at it long enough, but with the fact that they removed the previous method of dissipating heat, which would have solved that whole issue about being unable to shoot when you run out of ammo. I think Conrad makes fun of this in ME3.

@HistoryandStuff The whole massive mystery about the artifacts that they find actually does make a lot of sense when you look at archaeology. Basically our entire understanding of the past beyond the last 3000 or so years is based on a smattering of artifacts and very liberal interpretations of incredibly fragmented sources. The only way we even know about like ninety percent of human history is because we found an arrowhead or an inscription on an Egyptian tomb. Probably the best example of this is the collapse at the end of the Late Bronze Age. We know it happened, because all the major civilizations in the Mediterranean collapse over the course of about a century, but we have no idea why. The best guess anyone had was a handful of Egyptian documents talking about "sea peoples" but beyond that, all we have is a huge amount of speculation. So, if you imagine taking that into space, you've basically got the same problem. We've got a whole lot of shit lying around from these ancient aliens but we ain't got shit about who they were or what happened to them.
The technology thing is a bit harder to forgive, but it's somewhat understandable in that humanity's only had the tech for like thirty years. The Asari and the Turians, on the other hand, have had like a thousand years to figure this shit out. Still, the UNSC isn't really innocent of technological stagnation either. You'd expect that over the course of 500 years, they'd have figured out at least some improvements on the basic weapon technologies they use, especially since they've spent the last 60 years in a state of constant warfare.
Also if the Covenant doesn't want to fuck you, then how can you Captain Kirk?

@UNSC their cars run on water, AI's are everywhere, they travel via wormholes, pretty much, and they have orbital coilguns that can blast straight through covenant warships. I'd call that a bit of improvement. Dismounted ground combat is an inherently primitive endeavor, and technology relating to it is always shockingly so. Example: the Navy has fleets of supersonic fighters and aircraft and enormous seaborne nuclear-powered carriers to land it on. I have a shovel and a modified version of a 1960's rifle. (I also deal with a crude APC from the eighties on a regular basis, so mounted ground combat isn't much better.)

Practicality and efficiency is their watchword, especially for military tech. You can build a quad-engine tiltjet railgun-wielding flying tank easily with Halo tech--and no matter if it's 500 years in the future or 5,000, it's still going to be an expensive, maintenance-cranky crash-prone heavy-weapons-bullseye whose crew will hate it and the logistics and transport guys will hate it more. Also, the warthogs are famously dependable. One canon story described how some crew working the motorpool survived their ship crashing by strapping themselves into them. Then using their warthogs to scavenge for food, desalinize water, and transmit a distress signal.

Exactly. Their primary ground-attack/air-superiority fighting vehicle appears to be the Hornet, a simple tilt-rotor ducted-fan aircraft with rockets and an autocannon. The damn thing is so simple just about any joe can hop right into the seat and fly it, and it's so sturdy that same joe can turn it off twenty meters in the air and both he and the craft will survive damn near undamaged. Hell, even their primary weapons are bullpup 7.62 NATO selective-fire rifles with holographic sighting/ammo-count displays with apparently infinite battery life, and the rifle's still rugged enough to beat an armored eight-foot killing machine to death with and not suffer a scratch.
UNSC tech is the pinnacle of simple, rugged elegance--it may be simple while others are advanced, but it will still be simple while others are broken.

I'd give it to the hunters since the only reason the Covenant could beat them in the first place was that they had to basically nuke them from orbit. Since they pretty much halted the advance of covenant ground forces.

Exactly. Sanghelli (Giant lizard-samurai that toss everything short of Brutes around like ragdolls) got slaughtered in droves by them. To be fair the covenant have a huge problem with adaptability. In the first strike Master Chief, Cortana and other survivors from Alpha Halo including Sgt. Johnson hijack the covenant vessel Ascendant Justice (I can't remember the name too well). And Cortana uses the ships primary weapons in a much more energy efficient way, she fires the weapons in a small concentrated beam instead of the giant plasma torpedoes that are usually used. With that change alone she's able to break the shields of other covenant ships and tear them to pieces. Even outnumbered the Ascendant Justice wins the day.
The covenant never adopt this.

Yes, by our standards. 500 years ago, most militaries in the world were still fielding pikemen because the socket bayonet hadn't been invented and so a decent cavalry charge could wipe out an entire infantry formation during the reloading period in between volleys. To them, their model of warfare was the most logical and efficient. So, yes, the UNSC seems super efficient and reliable to our eyes, but that's because they've been stagnating for at least four hundred years.
