[I cannot move your troops from C3 to D4, your are the one who said that allowing to move troops diagonally was a game breaker.
In the future, work out your maths before posting your moves, I'm not here to do your maths on your behalf.

The ambassador offers terms of the armistice: "The Republic has already suffered three definitive loses and we already have massive chunks of The Republic's territory clearly under Phoenixian control. We will return E4 to you in exchange for B1 and B2 who have been under our control since the start of the war. It is better in your regard to admit a short term loss against a enemy who is winning and offers you a chance out of the fight. There is no honor in our continued fight with The Republic as you have demonstrated three times in a row that you can not win. We have less land. We have less resources. We have a lesser army and we have still won all three battles. There is no longer any honor in fighting against you."

[Okay, question : do you, or do you not, accept that one territory can be attacked in a single attack from multiple territories ?
Also, do note that when you lose a territory, you loose a number of troops equal to its resource index, or double that if you are in a state of Total War. That's what I did with E4 (with the only two troops which managed to retreat, the others having been lost with the territory)]

[Concerning the state of Total War : every 4 turns I have to roll for rebellion for each and everyone of my territories individually. With such odds of seeing things get out of control you cannot argue that it is over-powered.]

Phoenixia uses it's turn to double the amount of fortication it normally does by working day and night to prepare their defense.

[I don't think you can double your fortification rate from 40% to 80% in one turn. However Yes you can double the rate at which the fortification rate goes up. So you gain +20% this turn. As you said.]
