Oh, random: I think that Elusive City's mass transit system is an urbanaut-style monorail. I also seem to recall that my latest detailed thoughts about this city had it being roughly crescent-shaped. I had a pretty fun time researching floating structures for its non-seaplane/amphibian new airport.
Regarding the pictures you posted, I suppose that parts of the city might look something like that. There's not much housing up on the top decks, though; the city tries to produce as much food as possible on-site.

Man, I don't even know. My brain has been stuck in my story's setting since I started writing, so I've forgotten almost everything about other areas. The only other stuff I can really remember is some things from Murky, PH, and a bit on Broken Bonds/Coltchester.

- New Oatleans stuff:
Okay, so basically my story covers a pretty small area in comparison with other stories like the original FoE, and focuses on the area around a city called New Oatleans.
Before the war, it was home to both zebras and ponies in almost equal numbers, mostly due to how close it was to the Pax Roamana (it looks like it on the map anyways), and because it was the first major city into Equestria for those who crossed the sea. Levees and dams held back the ocean from flooding the city since it is below sealevel.
Around New Oatleans are a few settlements and towns, but not much. To the south were the Nightmare Marshes, which faded into the sea and were treated similarly to the Everfree Forest by the locals. North-East of the city they built Spurris Airbase, which was actually a smaller post made for quickly shuttling troops to and from the city on rotary-wing aircraft.
During the war, it became a staging area for pony offensives into the zebra lands, and many barracks and warehouses were constructed to house soldiers and supplies before deployment. As the conflict dragged on, most of the zebra inhabitants became targets for random violence by enraged soldiers and extremely patriotic citizens, but most of the ponies who had lived there before the war were outraged by the violence against their neighbors. To hide, many of the local zebras either submitted to being put in a segregated living camp (this later became Caesar's Stand), or they fled into the swamps with some ponies who were hated for disagreeing with the treatment of zebras in the city.
Those who fled to the swamps started up a resistance movement which fought to remove New Oatleans from the conflict between Equestria and Pax Roamana, and hoped to return it to it's peaceful and co-existent old self. To do this, they mostly relied on guerrilla tactics and the use of dark zebra magic similar to voodoo.
When the bombs fell, New Oatleans was not hit directly, but contaminated water and fallout hit it badly. The levees broke and flooded the city while contaminated waters flowing down to the city from the mountains hit it from the north. Foliage in the swamps and city mutated to survive in the radiated environment, and native creatures turned into giant monsters that stalked the flooded city and especially the Nightmare Marshes.
The zebras and ponies who had taken refuge in the swamp mutated as well, but not to the extent that they became ghouls. They continue to live in the swamp and have their own culture that worships the 'spirits' who give their magic power and still practice the dark magic to "enhance" (mutate) their bodies further, making them very strong and very hard to kill.
The zebras who lived in the concentration camp survived like much of the Wastelanders, and quickly learned to avoid New Oatleans. For over a century after the end of the world, nobody dared enter the city. When the Remnant influence finally reached those zebras however, they willingly joined with the cause, believing it would keep them safe from raiders and slavers as well as any other threats. A few years later, Remnant soldiers began making their way into the city in search of anything that may be valuable or useful to them. After a few weeks, the Remnant dug in and prepared for a long stay, including damming the river from the north in hopes of draining the water from the city, unfortunately this didn't work.
Eventually other settlements still around the city began hearing that it actually was possible to go into the city and possibly find salvage and other useful things, so ponies quickly started running in to get whatever they could. This started a conflict within days, stemming from arguments and gunfights over who had found what first.
A few years later, the Steel Rangers caught word that there may be valuable things in the city and split off a group to find out what might be of use to them. Only a day after they arrived, the Rangers and Remnant were engaged in all out war in the city, both fighting for the treasures hidden in the flooded city.

Hm... Do you think that I ought to add another transit route line from New Oatleans to the line down to the canal and SHR? That would increase the chances of zebras from the Northern areas traveling to the city, maybe. As for zebras arriving by sea... Most of the settlers probably wouldn't be Northern anyway, and there are plenty of other ports on the Sea of Equestria. But New Oatleans, especially if I add the new transit line, will be the closest major settlement to the PR by land. It's also the closest Equestrian city to the Sea of Equestria outlet of the canal (which it's looking like I might need to think of a name for). Of course, oceangoing ships from most of the PR would probably have an easier time heading up to San Frantello or Manehattan... New Oatleans is still the closest city in the east of Equestria, though...
I need to be getting back to work, unfortunately, but there's another problem for you to ponder while I'm gone:

My experience with Stables was clawing at the back of my mind. Still, if there were survivors… “What went wrong?”
“Why would you assume something went wrong?” Xenith gave me a questioning look. “Zebras and ponies can live together quite harmoniously if each gives the other the opportunity.”
SteelHooves again provided the answer I was looking for. “Stable Three was built within the limits of the one city in Equestria with more than a hoof-full of zebras,” he informed us. “Canterlot.”

You know, my official statement about canon, not just in Fallout Equestria but also pretty much any franchise is the following :

I just try to respect what I consider to be the spirit of the thing and its major plot points. As long as it respects the core themes of the work, it's okay in my book.

For example, if I ever get around to writing my own thing, I fully expect it to have holes when to it comes to "complying" with FoE's or PH's canon.

I was about to make some point about how zebras couldn't have been even half the population of one major city in Equestria, since then the MoI's propaganda would obviously never work... but then a fragment of my mind gave a polite cough and held up a mental image of a history book... and a newspaper. So... Okay, so that just leaves the transportation route thing. I'm thinking that, while New Oatleans is on no really amazing travel routes to and from the PR, it is on several pretty good ones. As a crossroads it gets a slightly higher zebra population, which leads to more zebras settling there because of the preexisting population, which starts a constructive spiral. That sound good?
Also, I don't have time for it now, but I'll dig around my records later and see if I've got some more pre-typed headcanon to toss up.
