Why is Glory's enclave upbringing easier to overcome then BJ's 99 one?

It's stated in FO:E that gay couples were given benefits because they couldn't produce offspring: why wouldn't the enclave try to enforce the idea of monogamous relationships for the same reason? They don't have the implants at their disposal like 99 had.

Just because I like to look at both sides. To the Enclave what they are doing is morally right, they are looking out for their people and doing what they think is best. Much like any other government.

It forces them to work with the surfacers to survive. With sunlight, they'd be able to grow more crops, especially with controlled weather.

I know that, but to them it is right. They need to keep the people under their charge safe, fed, and happy. The only way to do that and keep their society is to do that. So, to them it's justified and they aren't doing anything wrong. They aren't bad guys, they're just trying to survive like everyone else.

Considering the Enclave sends out patrols to the surface every now and then to check, but still tell the civilians the surface is unsafe... bit 1984 to me.

Yup, that's pretty much it. Honestly, I like the Enclave in FO:E. They are doing the best with what they have, and yes they may completely disregard the surface dwellers, but in all honesty you can't really blame them. They are just doing what every single society has ever done.

Some of them are good, but the leadership is horribly corrupt. They can barely keep from killing each other. Note when one of the Raptors fired on another for refusing to attack Friendship City.
