And I believe Scyto was asking why we swearing him in again since he was already President.

Simple Scyto, it's just tradition. He could just have easily been voted out of office this time as back in. Also the Inauguration is liked like the new President's pledge to the people to do his best, so he's making a new pledge, either to reaffirm what he said last time, or to do his best for new/other ventures and ideas.
