From what we know, Vik was builder/construction worker, not soldier. While he might have energy weapon experience aka welding, Tytan didn't mention this, so he, more likely, not familiar with it.

That was a past life. I doubt he continued working construction when the world ended.

the only connecting line it had was to old appaloosa and then it went on to philly. Odds are the trains aren't quite up and running yet, although PK is wearing Red Eye's old armor...

You could, I just assumed Shadow and tumble were walking together, since Cherry took Flower out of the store with her. So when they bumped into each other Tumble was there.

Then if that's the case, then that probably means New appaloosa probably hasn't started the slave trade yet.
