Hm, I wouldn't say that.  As far as I know, the NCR hasn't started expanding into the Moojave yet, and Rose Eye wants to be in as strong a position as possible before she starts launching terror strikes.  If the NCR is already expanding into the Moojave, though, then yeah, the Banner is providing the primary opposition.

Let's say it was a was a simplification and leave it at that

Sure. I also wouldn't really all the Banner raiders, but I suppose that depends on where one stands. If you live in the Moojave, they're those friendly folks across the river, always willing to lend a hoof (so long as you tolerate or aid their "unfortunate but necessary" practices and don't say nice thins about LittlePip where they can hear). If you're a slave to the Banner, they're slightly better than average slavers, but only slightly. If you're a Banner member, they're carrying on Red Eye's great work as well as they can (also, you statistically view Rose Eye as a beloved surrogate sister/mother and/or are too terrified to speak against her, given how her leadership style is similar to that of a certain Joe Steel). If you live in the Alliance and have heard of them, things get realpolitik, since the Alliance can't and doesn't really want to openly support the Banner but is also benefitting from them providing a barrier to the NCR in the Moojave. If you live in the NCR and have heard of them (which is iffy unless the NCR is moving into the Moojave), yeah, they're the slavers/raiders that all of Red Eye's followers who didn't strike out on their own or join the Children of the Cathedral went to. If you live(d) somewhere that the Banner thought it could get away with hitting for resources (including "workers"), then they're raiders/slavers and you don't care what their origins are; you will also shortly, depending on your age and luck, join the category of "slaves of the Banner", "members of the Banner", or "dead".

I think my problem when first going into Fallout Equestira, in this case problem meaning the state of mind I was in when reading it, was that I thought the premise was unbelievable and my only expectation going in was "Ponies in a Fallout Setting".

And that's just what the original FoE was. It was Fallout 1 and 3's plot combined together with liberal sprinkling of sections of 2 and New Vegas, and done with ponies. Any and all problems dealing with characters I just accepted. Especially anything related to villain stupidity cause it's kinda expected from Fallout villains.
